Toggle the agent’s availability (available / unavailable).
Flips the shadow user’s availability_status for an AI Employee agent. Orthogonal
to the publish lifecycle — does not touch ai_agent_versions and never produces a
new version row. Valid only when the agent has been published at least once (LIVE, LIVE_WITH_DRAFT,
UNPUBLISHED).
